On December 8, the results of the first round of competitive bidding for mechanism-based electricity prices for new energy projects in Chongqing were announced.

According to the public announcement, for the 2026 photovoltaic bidding projects, the cleared results are as follows: the scale of mechanism-generated electricity is 170,198,282.1 kilowatt-hours, the mechanism electricity price is 0.3963 yuan per kilowatt-hour, and there are 3,865 projects.

Results of the 2026 wind power auction: The scale of mechanism-based electricity generation is 20,746,136.23 kilowatt-hours, the mechanism-based electricity price is 0.3961 yuan per kilowatt-hour, and there are 17 projects.

On October 29, the Chongqing Municipal Development and Reform Commission, the Chongqing Municipal Economic and Information Commission, and the Chongqing Municipal Energy Bureau issued the "Notice on Relevant Matters Concerning the Competitive Bidding for New Energy Mechanism Electricity Prices for the 2025–2026 Period." The notice clearly specifies the key parameters for bidding.

(1) Power Generation Capacity. The total capacity of the mechanism-based power generation is 4.86 billion kilowatt-hours (calculated on an annual basis, the same applies hereinafter), of which wind power accounts for 2.26 billion kilowatt-hours and photovoltaic power generation accounts for 2.6 billion kilowatt-hours.

(2) Declaration of Sufficiency Rate. The sufficiency rates for bid declarations for wind power and photovoltaic power generation projects are both 120%.

(3) Mechanism-based electricity proportion. The maximum declared proportion of mechanism-based electricity for a single project is 90%.

(4) Bidding upper and lower limits. The bidding ceiling for both wind power and photovoltaic power generation projects is 0.3964 yuan/kWh, while the bidding floor is 0.2 yuan/kWh.

(5) Implementation Period: The mechanism electricity prices for wind power and photovoltaic power generation projects both have an implementation period of 12 years.
